Dawson James adapts and creates governance frameworks that balance efficiency and control. Examples include:

  • The successful restructure of Lansdown Homes: This shifted the company’s management from a series of operational divisions that each relied on the work of another division to deliver organisational output, to a series of multi-disciplined teams focused on delivering a product to meet market need. Each team was properly resourced and supported by central services, reducing overheads and increasing efficiency, turnover and margin.
  • The new management structure and reporting system for the Honeysuckle Development Corporation: This work, and a restructure of the Corporation’s balance sheet, transformed it from a grant-funded infrastructure provider to a market-led sales and marketing organisation. This reduced staff numbers and increased organisational performance.
  • The creation of governance structures for the Growth Centres Commission: This newly-formed organisation needed to integrate the functions of land use planning with infrastructure provision under a project management model. The governance structures allowed the Commission, in collaboration with councils, to rezone 42,000 lots alongside all relevant local plans and state infrastructure plans in under 24 months.
  • The review of the of Department of Justice’s Asset Management Service: This governance review and redesign led to fundamental changes to delegations, reporting, systems, processes and culture of the organisation, allow it to become a more client-focused, transparent and efficient operation.

Following a successful executive career in private sector property and construction, principal Angus Dawson lead three major NSW Government organisations over 13 years. With this background,  Dawson James can provide sound advice to non-government enterprises, helping them to interact with and market to government through tendering, commercial relationships and dispute resolution. Examples include:

  • advice on tender preparation and engagement to New England Constructions, Malcolm Group, Prodanovski Group and Nicholas Architects

Greenfield development has been at the core of Dawson James’s experience for several decades. Examples of work include:

  • overseeing the establishment, planning and successful sell down to Delfin of Forest Lake, a 7,500 master-planned community in Brisbane
  • acting in a joint venture with the Defence Housing Authority on Moverly Green, 159 integrated new homes for the open market and defence families
  • and land in projects in NSW, south east Queensland and throughout the United Kingdom

Providing strategic advice on the planning and infrastructure for the Kings Hill development in the Hunter Valley.

A significant proportion of Dawson James’s work since 2011 has been advising state and local government. Dawson James has provided advice to government in several areas:

  • providing strategic advice to Land and Housing Corporation
  • acting as Project Director on five major health facilities ranging in value from $5 million to $106 million for Health Infrastructure NSW
  • designing and implementing a major capital program for Corrective Services NSW, in addition to a review of the Department of Justice’s Asset Management Service
  • chairing of a Section 22 Committee to provide advice to the Minister for Planning on development corporations
  • providing strategic advice to Department of Premier and Cabinet, Department of Education and TAFE NSW and to Blacktown City Council and Penrith City Council as a member of their property advisory committees
  • undertaking gateway assurance reviews for NSW Treasury
  • sitting on tender evaluation panels for NSW Government major developments, contracts and services.

Dawson James understands the balance between integrated infrastructure provision and land use planning, as well as the complex requirements for infrastructure funding and planning. For example:

At the Growth Centres Commission:

  • oversaw the development of state and local infrastructure plans
  • negotiated with local government and state agencies on cost and rollout and the sequencing of land release to provide land to market as quickly as possible with the most efficient rollout of government infrastructure
  • oversaw the design of the State Infrastructure Contribution including a works in kind model to allow the private sector to provide infrastructure.

In other major urban renewal projects:

provided strategic advice and negotiated the implementation of urban infrastructure in major projects such as West Dapto and Honeysuckle, and master-planned developments such as Forest Lake and Kings Hill.

Dawson James has managed significant programs on behalf of the NSW Government, ensuring the best possible use of public funding. This has included:

  • the establishment., planning and successful delivery on time and under budget of the $3.5 billion NSW Government component of the Building the Education Revolution stimulus package, with over 4,500 projects delivered in every public school in NSW in 30 months
  • the development and planning of a major prison expansion program currently underway in NSW.
  • project direction of the $200 million of the Health Infrastructure NSW program delivery in the Illawarra.

Dawson James’s expertise in project recovery includes:

  • a large medium-density site in Dapto for The Housing Trust
  • the re-positioning and successful disposal of extensive of residential projects and assets in NSW and Queensland acquired by Beazer PLC
  • review and advice to mortgagees on:
    • Bonville Beach
    • Pulpit Point
    • sites and portfolios throughout Australia for the State Bank, County Natwest and various investors
  • the recovery of the NSW and Queensland region of Pioneer Homes Development Division, including securing development projects that all sold in excess of feasibility targets; meeting turnover, profit and cash targets each year; increasing the average rate of sale in the Brisbane portfolio from one per month to five per month; and maintaining margin and improving EBIT as a percentage of Average Funds Employed from 17.6% in 1995/96 to 29% in 1997/98.
